Keynote Speaker – Ricardo Martinez, Director of Compensation Administration
Rick Martinez received a BBA in Marketing from Eastern New Mexico University and served in the United States Army achieving the rank of Captain. He was a manager for Walmart Distribution Centers and Sam’s Wholesale Club. He is currently the Director of Compensation Administration at Texas Tech University Health Sciences Center (TTUHSC) in Lubbock, Texas. He began at TTUHSC in the Compensation Section of the Human Resources Office in 1992. During this time, he has been involved in various compensation projects that include a compensation assessment resulting in a new pay structure and philosophy to support the mission and vision of the Health Sciences Center, revising portions of the salary administration policy and procedure to reflect new pay structure and philosophy, participating in the conversion and implementation of our current TTUHSC Human Resource Information System, providing subject matter advice and counsel for developing and implementing recruiting and retention incentives for HSC campuses affected by the oil and gas industry expansion, and leading TTUHSC through the Fair Labor Standards Act job realignment. Rick is a past president of the Rio Grande Chapter of College and University Professionals Association – Human Resources (CUPA-HR). He earned the Roadrunner Award from the CUPA-HR Southwest Region a long, long, time ago. He is a past president of the Lubbock Chapter of the Society of Human Resource Management (SHRM). He is also a member of WorldatWork, the Total Rewards Association, and is a Certified Compensation Professional (CCP) since 1995.
Chip Burciaga, Vice President Relationship Management
Charles “Chip” Burciaga joined VALIC as Vice President Relationship Management in the summer of 2013 building upon his 28 years in the Financial Services industry. He has spent the majority of his career in support of institutional business lines providing consultative services relating to retirement plan design, regulatory and fiduciary oversight, employee communication and education, executive compensation, and planned giving. He has worked with institutions of all types including, public and private Higher Education, Healthcare, Local Governments, Foundations, and social benefit organizations. Chip graduated from Baylor University earning a Bachelor of Business Administration degree with concentrations in Finance and Marketing. He also holds FINRA series 6, 63, 65, 26, and Life and Health Insurance licenses in Texas, Oklahoma, and New Mexico. Originally from Albuquerque, New Mexico, Chip now resides in Austin, Texas.
Dahlia M. French, Managing Director of International Employment Services
Dahlia M. French is Managing Director of International Employment Services at Texas Tech University Health Sciences Center, a six-campus healthcare institution in West Texas. She has almost 25 years of US and global immigration experience both in private practice and at US universities. Her areas of focus are immigration and nonresident alien taxation with a special focus on higher education immigration (international students, scholars and employees); medical immigration; and the intersection of immigration and tax laws for these groups.
Ms. French is an active member of AILA, NACUA, NACUBO, ACC, IMG Taskforce and NAFSA and has served on various AILA committees including the Students & Scholars Committee (chair) and International Healthcare Taskforce. She is a sought-after speaker and consultant on academic and medical immigration matters within the higher education community and with private immigration lawyers.
Ms. French received her degrees from the University of Toronto and Howard University School of Law.
Dr. Nicholas “Nick” E. Dayan, Chief Administrative Officer
Dr. Nick Dayan is the Chief Administrative Officer for TriCore Reference Labs. Before coming to TriCore Reference Labs, he was at Texas Tech University Health Sciences Center (TTUHSC) where he was the Managing Director of Human Resources and Staff Educational Development. In addition he was has previously held positions as a Clinical Assistant Professor of Internal Medicine at TTUHSC, an adjunct professor in Gerontology at the University of Nebraska. In addition he is currently a certified Gerontologist focusing on Geriatric Pharmacology.
Nick has over 30 years’ experience in the Human Capital management field. He holds a PhD’s in Gerontology and Human Sciences from the University of Nebraska, as well as a Master of Arts Degree (MA) in Human Resource Management and a Bachelor of Science Degree (BS) in Human Resources.
He is a noted and contributing author with the leading collegiate textbook “Human Resource Management – Mathis-Jackson”. He has been cited and has written case studies for the past 5 editions. His experience and presentations skills in Human Resource management has led him to conduct numerous seminars on various issues and topics with companies both domestically and internationally on HR issues and strategic operations management.
Nick was recently recognized by Albuquerque Business First as one of the Top “C” level executives in Albuquerque. Previously, he has served as a board member on the IHRA, (International Human Resources Association Board in Washington D.C.), the Board of Human Resource Directors of LOMA – National Finance and Insurance Companies of North America and was the President of The Executive Human Resources Council of the Midlands.
Originally from Grants, Nick, who is an Air Force Veteran, has two sons Alex and Eric who currently attend the University of Nebraska.
